BEFORE any of your potential applicants can be fingerprinted for a background check, you must apply with the DOJ to become an authorized applicant agency unless already designated by law. Please note: The DOJ will only approve an organization if authorized in statute. The authorizing statute will specify the level of service you are authorized to receive (i.e., California criminal history information ONLY or California and Federal criminal history information).

What is Livescan Fingerprinting?

Livescan Fingerprinting is an inkless electronic fingerprinting. Livescan fingerprints are electronically transmitted to the Department of Justice for completion of a criminal record check. The Livescan Fingerprinting technology replaces the process of recording fingerprint patterns through a rolling process using ink. Ink fingerprinting is still required in many states. Digitizing the fingerprint enables Livescan service providers much like A1 Livescan Notary Shipping to electronically transmit fingerprints to the Department of Justice in a matter of seconds, instead of the days required to send hard copy fingerprint cards through the mail. Additionally, the Department of Justice forwards Livescan Fingerprints to the FBI (if required). The California Department of Justice provides an automated service for criminal history background checks that may be required as a condition of employment, licensing, certification, foreign adoptions or VISA/Immigration clearances. For more information and to obtain instructions related to criminal history background check, please call Department of Justice. Livescan Applicants must get instructions and the Livescan forms required for Livescan Fingerprinting services from the agency requiring their criminal history background check. Since different Livescan forms are used, individuals seeking a "clearance letter" from the department for visa, immigration or foreign adoptions purposes should refer to the Visas, Immigration, and Foreign Adoptions sections at DOJ. *Livescan (Digitally Scanned Fingerprints) All Livescan applicant fingerprint submissions must be transmitted electronically. Livescan digital submissions provide the quickest way to submit and process background checks. Livescan technology allows digitally scanned fingerprints and related information to be submitted electronically to the Department of Justice within a matter of minutes and allows criminal background checks to be processed usually within 72 hours. In California, fingerprinting must be done by a certified fingerprint roller or qualified law enforcement personnel.

Benefits of Livescan Fingerprinting

The Livescan process helps in avoiding many of the problems associated with ink fingerprinting, such as smudging, smearing, and over or under inking. A major benefit of Livescan is that your fingerprints are transmitted directly to the Department of Justice. The Department of Justice conducts a criminal background check, based on your fingerprints, results are sent within 24 to 72 hours to your employer or licensing agency.

Background of Livescan Fingerprinting

As a result of legislation passed in 1997, the Department of Justice (DOJ) has developed the automated background check process which requires digitized fingerprints (Livescan). Digitizing the fingerprints enables the electronic transfer of fingerprint to the DOJ, which saves both time and money.

How Does the Livescan Fingerprinting Process Work?

A Trained and Certified Livescan Technician will scan your fingerprints using a Livescan equipment. The Live scan fingerprinting session takes five to ten minutes and your fingerprints are immediately sent via electronic transmission to the appropriate FBI-Certified channeling agencies for background processing. The Livescan technician collect all the appropriate fees from you (the Livescan applicant).

How to check your Livescan Fingerprinting results?

To check for your Livescan fingerprinting results, simply call the Department of Justice at (916) 227-4557. Make sure to have your birth date and ATI number available. The ATI number is on the bottom of the request for Livescan form. The system will prompt you to type in the ATI number, for the letters type in the corresponding numbers. For the birth date, type a two digit month, a two digit day, and a four digit year (MM/DD/YYYY).

How much Livescan Fingerprinting Cost

APPLICANTS FOR Livescan FINGERPRINTING:
1. You must have a Request for Livescan Service Form and
2. A VALID, government-issued photo ID
3. A Social Security Card is NOT required (except by some licensing requirements)
To be processed for California, you must be in California. Livescan services are NOT available for individuals needing Livescan fingerprinting for other states, nor can individuals be fingerprinted via Livescan for California if they are outside the state.
California Dept. of Justice has strict rules for Livescan facilities. They are NOT allowed to assist applicants in filling out the Request for Livescan Service form. If your information is incomplete they MUST refer you back to your employment or licensing agencies.
Livescan facilities must resubmit your fingerprints for no additional charge, ONLY if they are resubmitted from the original Livescan facility, otherwise you may be responsible for their processing fee. Correcting information on the form is NOT a resubmission, nor is being fingerprinted for another employment or licensing agency.
